The file must be accesible from the user account that IIS runs under
(IUSER_servername)

To test if it is a security issue, shut off anonymous access in the IIS
manager and then
try to view the page. IIS will authenticate using your information.
If it works now (since it does for you in dos) then check the security on
the file again
