Local phone company switching equipment. That's the answer I got from a =
local phone company tech. The users' phone calls are getting routed =
through some older switching equipment at the phone co. =20
As long as your inside wiring is up to par, and all the circuits from =
your building to the phone company central office are up to par, there's =
nothing you can do to fix it .. it's not your problem.

Thanks, but, I still have the question of: Why can't my users with 28.8 =
modem connect at 28.8? Sometimes they do, but usually it is around =
26.4. Same thing with my 33.6 users. =20

Chanelized TI has 64K per channel but 8K("D" Channel) is used for
signaling and only=20
leaves you with 56K a channel. A PRI does this but it also can use 1
64k channel("D" Channel) for signaling then the other 23 are 64K. And
even better
if you get ISDN_NFAS signaling that same "D" channel on the first PRI
to control the rest on the same physical piece of equipment. Providing
your local BELL will tarif it.
