Sounds like a routing problem. You are able to authenticate so the RADIUS
packets are working between the NAS and the RADIUS server just fine, but
after the link starts talking PPP packets could either not be routed out
from the NAS or back in afterwards.

Do you assign the static IP from the same subnet(s) that you assign your
dynamics from ? If not, is the new subnet routed to your terminal servers
properly ?

Things to try would be seeing if you can telnet to the terminal server
after the address has been assigned. If so, try to connect to a unix box
(assuming you have one) or to another terminal server and see what the
effect of a traceroute to the static IP tells you.
