So if I wanted to not delete a user account I would uncheck the active
box on the master tab, but if I just wanted to suspend their service I
would uncheck the service under the service tab?

Both of them must be checed for auth to work. The difference is if
you uncheck the MBR, all services will not auth. Unchecking a
service
only affects that service.
