RadiusNT 2.2 fixes the problem and will work fine (single copy) with
both Ascend and USR. Just don't check the require sceret on it,
and you will be fine. In 2.2, the accounting packets are ALWAYS
signed, and the require secret only applies to incoming packets.
Therefore the Ascend is happy because its receiving signed packets
and RadiusNT will accept packets from either the USR or Ascend.
