Sorry one thing I forgot to mention in my last post.

ON THE REMOTE MACHINE, the one running radlogin,

You should enter this into your windows services file
radius 1645/udp radius
radacct 1646/udp

If this isn't there you will get this error.
It has nothing to do with your server.
Your server should be all set.
