I-Pass is a alliance of ISP, allowing users of one to use the POP of
other ISP in another geographical location

Today exists more than 1060 access point worldwide. They support
Radius and TACACS+ for authentication, but with daemons modified
to request information to their servers.
Currently they only support Linux, BSD, Digital. unix only :-(

They do not ask for a affiliation fee, only $2/month for each users
that connects by roaming. Each POP decides how much it will charge
per hour, usually beetwen $ 1.6 and 10

I think it could be very usefull to us as ISPs.
