Ascend-Idle-Timeout not Dropping Calls

I have an Ascend Max 4000 using 4.6C and am using RadiusNT 1.16.60 as a
Service in ODBC mode.

I have setup the Ascend-Idle-Timeout to 900. It will not drop any of the
Calls. I have let it set idle for 4 hours.

I have also tried the Idle-Timeout, drops all calls after 600 seconds (6
min) of idle.

I set up a dialup account in the Max and it drops the calls in 900 sec.
