error 1067

I have am up NT4.0 I have a password file from a unix box, I am useing the
users file, I trying to get emerald to work. I can run radius fine in
debug -x15 after I install it I get an error. "Error 1067: The process
termiated unexpectedly" Does any one have an idea. I have used the Radius
Admin program. Please note I save the change up the next time I enter the
program they are not there.
