Its in minutes. Set to -9999 if time limit is not enforced.

One is an integer, one is a string. The one used depends on the
type field for the attribute (from the RadAttributes table). O is
string, 1 is integer, 2 is IP address (a 16 character string).

Nothing that RadiusNT currently uses. Future versions will load
