Is this only when the service starts? Does it do it in foreground
when your are logged in as asmin? Who is the service loggin in as?
Does that person have permissions for the user32.dll file?

Only 1.16.52 and higher use the registry. There RadiusNT admin is only
relevant to
those versions.
