The packet sent between the NAS and RadiusNT is the same no
matte HOW they login (PAP or manual). If these are Win95 machines,
I would suggest looking into those problems. There is a KNOWN
problem with win95 where it will bomb if the modems retrain
immediately after connection, the win95 PAP routine will error.
