Options if radius server fails

I want to be able to give automatic access to my users if the radius server
fails to respond.

I remember when I was using Tacacs with my Cisco IOS 11.0. It had that option:

tacacs-server last-resort succeed

Now I changed to IOS 11.1 and radius. That option seems to have been either
deleted or changed by Cisco.

Does anyone know how I can do some type of radius-server last-resort succeed?

The other access server I have is a Computone PowerRack. Anyway of doing the
same thing with it?
