Help using AOL through local provider

I have some customers that want to use AOL using our dial-up. As far as I
know all they have to do is get connected to our service locally and logon
to AOL through TCP/IP connection. The problem is that it seems to connect
to AOL but the customers are not getting anywhere on AOL. They do fine with
on the internet with IE and Netscape. Is there some configuring I need to
do on the server end so that the TCP/IP connection to AOL works
appropriately? We are using the Microsoft dialer (3.1/win95) to do this, is
this the problem?
