Mulitiple NTVDM

One of our NT4.0 machines is getting 'Out of Virtual Memory' errors and run
up to 100% CPU usage due to (apparently) a large number of NTVDM.exe
processes.
It usually takes about 4-8hrs after a reboot to end up with enough NTVDM's
to get the errors. Any ideas on what could be spawning the NTVDM's?

If it's helpful, originally there were multiple print spool errors that
seemed to coincide with the NTVDM's, so I disabled the Spooler service.
This stopped the print spool errors, but the NTVDM's continue.
