Unless there's some filter setup somewhere to block data on port 139,
anyone using Windows 95 or Windows NT (3.51 or 4.0) will be affected by
this. MS released a hotfix for this a few days ago for NT 3.51 with SP5 as
well as for NT 4.0 with SP2. A fix for 95 is in the works and is
apparently expected to be released shortly.

If someone is hitting all of the IP addresses on a network with this type
of attack, will it affect the customer at the end of a PPP session?

Yes -- you got hit with the latest MS bug, the out of band bug. A hotfix
is available for the NT machines, and should be available shortly for the
95 machines.
