Because IE will pass the credentials of who YOU are to IIS and YOU
have access. John Doe out there in the Internet World is going to
be prompted with IE as well.
The real problem most likely lies within a config or DLL that the
counted need to access. You haven't given system/IUSR_*** access
to that file and thats what is causing it.
