I suspect you're having a problem with your gateway.

I notice that the Portmaster has an IP address at 204.50.3.XX and the
server has an IP address at 204.50.3.XX but what about the router.

What is your default gateway for the server?

IP needs a gateway on the 204.50.3.XX network to get to the 207.107.201.XX
network, unless you are running a proxy server or a software router on your
server.
