Another gripe

I'm new to this list, can you tell ? ;)

The quest to configure Emerald continues and to date I'm puzzled about the
relationship between Service-Types and Rates.

In the version of Emerald I've got, there is a 1:1 relationship between
Service-Types and Rates, and the Regions section seems to do nothing at all
really except give the Emerald client a nice dropdown-combo box to choose
from.

Let me describe a scenario, and ask for suggestions on how this would be
accomplished in the Emerald Administrator.

We'd like to offer dialup access in multiple cities, but at different
rates. In city A we'd like to charge 24.95 for unlimited dialup package,
and 80cents/hour for those who don't want to pay the package price.

In city B we'd like to charge 24.95 for 60hrs online time with 1.25/hour
over and above and a flat rate of 1.00/hour for those who don't want to pay
the package price.

Is there any better way to accomplish this than having to setup 2 service
types and two rates for each town ?

Do any of the later Emerald betas make more meaningful use of the Regions
field ?

Please don't get me wrong, I'm not bashing Emerald, I just want to try and
get it configured in the most efficient way possible.
