I am thinking it is "starts at 1". While the USR does have a zero, it
appears to be a reset and not a port, and there appears to be a port 16
which would seem to indicate that it is not 0-15, but rather 1-16. I am
going to try "starts at 1" and see what happens. We likely won't be
testing the USR on Emerald until sometime next week.
