password limitations

I have just begun testing emerald on a test server before putting it
into use at our ISP. I have noticed that in creating a new user there
is a requirement that the users password must be at least 6 characters
long. Is there any way around this? As we will be adding nearly 1000
existing users of ours into the database, this feature is a problem
since I can estimate at least a couple hundred of them have passwords
less that 6 characters long. Any suggestions are appreciated. Thanks.
