Do you have the following two lines in:
c:\winnt\system32\drivers\etc\services
radius 1645/udp radiusd
radacct 1646/udp
If not, then yes that is probably your problem. Radius accounting uses UDP
and port 1901 is wrong, well unless you set your term server to use port
1901 as well. Hope this helps.
