Emerald won't stay put

When I place Emerald in a position on my screen and later minimize it, then
reopen it, it always comes back to the upper left corner of my screen. I'm
running '95 on my workstation, and have the Start Bar located at the top of
the screen. The top portion of the emerald screen ends up behind the Start
Bar. This causes me not to be able to move it back to where I normally
work with it.
I've deleted all of Emerald including the registry entries and reinstalled
to no avail.
I did not have this problem in earlier versions. Presently, I'm running
2.1.11.
What do I need to do to correct the problem?
