Check permissions and user acl's...
When a program is run by the "current user" it gets the same set of NT
rights and privileges that the current user has by default.
I bet that the "service Account" you have setup does not have the right
privileges.
This is a classic "run as a service problem"

am i missing something? when the radius is ran from a command
prompt...ie...radius -x15 the snmp concurrency checker works fine. but when
it is run as a service ...the concurrency doesnt seem to work.
help. what else is missing?
