The configuration for static IP for DSL via radius is identical to a regular
dial-up:

User-Service = Framed User
Framed-Protocol = PPP
Framed-Address = 123.123.123.123
Framed-Netmask = 255.255.255.255
(plus any others like idle-limits, etc.)
