[RadiusNT] bad digest when roaming

All people dialing up through our remote POPs (roaming) are getting "bad
digest" errors ever since I stopped/restarted RadiusNT 2.5.213. I thought
that "require secret" might have something to do with it, so I changed that
setting in the registry from 1 to 0 and we're still having the problem.
About 2 weeks ago, I removed all of the roaming NASes from our Servers
table, but I'm guessing I never stopped/restarted Radius after that. Remote
sessions were able to continue logging in without any problems, etc. and
they were showing up in the Online list. Now that we've stopped/restarted
RadiusNT, no one can dial-up remotely.

How do I fix this?
