[RadiusNT] Seperate release of the admin program

Hi there,

After many queries regarding an updated admin program, I have finally found
that the FULL distribution is updated with the radadmin file, and has a
whole lot of changes in it.

Could you please release the admin program seperately, as I don't want to
re-install the full package everytime a change happens in the admin program.
