I dont believe there's a way of doing it in the software itself. We use a
Foundry ServerIron load balancer to do this sort of local
load-balancing/fail-over (it also does configurable health checks and sends
traps when the "real" servers go down, etc).

Similar products are available from Alteon and Arrowpoint - all three of
these products in their latest software have forms of "global server load
balancing", which is either done using a BGP cheat (closest AS path length
wins) or more commonly, using intelligent DNS servers which return only RR's
most relevant to the requesting client.
