I don't think so.

What you can do is :

1. Use RadiusNT to assign a spacific IP address to this user. Only he/she
should be assigned this IP address.
2. Use Squid on Linux as your proxy server
3. Configure your Cisco router to do transparent proxying w/ your Squid
proxy server. See http://www.squid-cache.org/Doc/FAQ/FAQ-17.html#ss17.3 and
http://www.squid-cache.org/Doc/FAQ/FAQ-17.html#ss17.2

Note that you will have to modify the Cisco access lists to do transparent
proxying only for the IP address you assigned to the user.
