What version of RadiusNT are you using?
We ran into the same type of problem a couple months ago with RadiusNT
2.5.something. It was related to RadiusNT not parsing AT&T VSA attributes
correctly. It was fixed in a later 2.5 version and I haven't seen it happen
since.
