IF Win2k has no way of doing it natively (I have no idea), you can try using
the files contained in the folowing self-extracting file (contains User
Manager, etc. for use on Win95/98 clients):
http://www.microsoft.com/ntserver/nts/downloads/management/NTSvrMngrW95.asp

Just run the file from an emtpy directory and run the applications straight
out of it. There's no formal install/uninstall because everything is in
that one directory.
