The IIS 'admin' site does this. Look in the MML for the "Administration
Site". It will be operating on a different port on your server:

http://www.whomever.com:6277

Users coming there, with appropriate IP permissions (by default, I think
the Admin site limits itself to only local IP's), if they are listed as
"Operators" on the operator site for their site, can get in. I prefer NOT
to do this, because it leaves them permissions to do silly things, like
granting .EXE permissions for any directory in their control, and they
could leave gaping holes in your system if they don't know what they're
doing...
