Rule of thumb for minimal busy signals would be 10-15 subscribers per
line... so I'd say 4 or 5 lines would cover it. I'd suggest an 8 port serial
card and external modems hooked to an NT box running RRAS with M$ Radius
authentication as the cheapest way to go.
