[RadiusNT] C&W Proxy Question

Has, or is, anyone using Cable & Wireless as a proxy-radius client with
RadiusNT, and passed the authentication requests to a client of their own?
C&W uses CHAP authentication with a cleartext password. We can get to work
when we authenticate off our servers here. But when we try to proxy the
information to a client, the client receives the packet as a PAP
authentication request with an encrypted password. Is there a way to make
RadiusNT send the packets to our clients exactly as they are recieved?
