[RadiusNT] CHAP request denied in ANY USER Text Mode

RadiusNT3.0
AnyUser Text Mode -x15.
RAS Servers authenticate 100% fine.
Cisco ISDN requests are denied: "CHAP Password Comparison failure"

How can I avoid the failed CHAP requests when we're in AnyUser mode?
