If you receie a PAP request is is possible to forward it as a CHAP
request (ie, you KNOW the password from the PAP request and can
do the one-way encryption). However, if you receive a CHAP request,
all you know if the one-way encryption, and can not get the plain
test password, which is required in order to make the PAP request.
