[RadiusNT] Radius 3.0 and SNMP Concurrancy control

Hi Guys!

If your having weird problems with SNMP concurrancy checking always
letting folks on after doing an SNMP lookup. Go into the registry
(HKEY_LOCAL_MACHINE\Software\IEA\RadiusNT - Set IgnoreCase to 1 to enable
ignore case for username and password, or IgnoreCase=0 to disable it.

If it's set to 3 (which the v3 admin sets when this is checked) then SNMP
lookups will always fail and let the user on. This will be fixed in the
next update.
