1645 and 1646 are the ports used before the RFC went final. However,
during final approval of the RFC, it was noted that 1645 and 1646
were already assigned to something else. Therefore, the protocol
had to be assigned a new set of ports, hence 1812 and 1813. Most
newer terminal servers and RADIUS servers default to 1812 and 1813
now.
