[RadiusNT] PM3 and telnet

Since installing RadiusNT for some reason I have difficulty telneting into
my PM3s. When I do a show netcons, I see that Radius has attached itself to
several ports, Why? I thought it used snmp? and is there a way to increase
those telnet connection ports.
