[RadiusNT] maExpiryDate default 01/01/1999 ?

New accounts entered creates a maExpiryDate of 01/01/1999, I've looked
everywhere to find the default setting. I overide it with saExpiryDate anyways
but I still don't want the old date populating the MASTERACCOUNTS. Must be
something too obvious for me to see :)
