The utilities cannot be run on a remote machine.. but how about doing
something with windows scripting?????

I do not have enough knowledge about SQL to do this, but here is my logic!!

The SQL server would need some stored procedures and access to the command
directory on the Post.Office machine... have SQL write out a .vbs or other
scripting language file to the Post.Office server, and have the Post.Office
server scheduled to run the scripted filename at xx:xx time of the day...

Or maybe software.com will include some better utilities in the up and
coming VaporWare 4.X
