[Emerald] over limit problems again.

I once encountered the over limit field in the mbr, causing problems with
logins. It was solved when i upgraded to 2.5.327.

now i upgraded to 2.5.331 . the problem came back. If there is a non-null
value in this field, even if the balance is less than the value in the 'over
limit field'', user logins will fail with the reason: "your account is over
limit*"

how can we resolve this?
