Apparently the Login_user vs. Framed_user was causing the timeout.

User-Service Framed-User
Framed-Protocol PPP
Framed-Address xxx.xxx.xxx.xxx

We don't use the Framed-Netmask... maybe we should...

But, the above works for us...
