[Emerald] How Emerald computes monthly charges

Hello.

Let me know if I got this correctly...

In January, a PPP dialup customer ("jake") subscribes to Plan 5 ( meaning 5
hours a month ). If he uses more than 5 hours, we charge him 1 peso per
minute. The monthly charge of Plan 5 is 200 pesos, which jake promptly pays
upon signup.

On February, I let Emerald bill the customer. It so happens that jake
consumed 5 hours and 10 minutes. So, Emerald bills him 200 pesos (for his
Monthly fee for February) and 10 pesos (for his excess usage in January).

Emerald can do all this, am I correct ?

Then in late February, jake calls us up and asks us to upgrade his PPP
connection plan to Plan 10 ( 10 hours a month for 350 pesos per month )
effective March 1.

If jake again exceeds his allocated 5 hours for February by 20 minutes, how
can I get Emerald to charge jake 350 pesos (for March), plus 20 pesos for
his excess usage in Feb ?
