[Emerald] Discounts?

When in the Discounts screen in Emerald Admin I cannot seem to get the
Billing Group to change... I can change it and click on save but when I
select it again it's still at Global...

I've looked at the Discount Table and all of the entries have <NULL> under
GroupID... should those be that way...

Any ideas?
