[Emerald] Securing Credit Card information

OK, I have an operator setup in the SQL group: "EmeraldSecure" and the op.
group: "Tech" That op group is given privledges to all the screens except
"Billing" (and "All"), but is still able to not only pull up the billing
tab, but to still see the credit card information associated with a user...
What did I miss?
