Not sure I understand the question.. but you cannot use an inactive MBR to
put an active sub-account..

When you place an MBR inactive it does not count as a used MBR. Look at the
lower right hand corner of Emerald where it shows xxxx/yyyy for used
mbrs/license. Place an MBR in-active, close Emerald and open Emerald.. you
will see that the used MBRS is now 1 less than before....
