[Emerald] Temporary extends

We just put Emerald back online for authentication and suddenly, my boss
wants to grant a temporary extend to all customers (at least for this month)
rather than just new customers. Apparently, they are getting a lot of calls
from otherwise good customers who hadn't been billed and who have, in the
interim, been cut off.

How can I easily keep these people online while we get them billed, paid,
etc.?
