[Emerald] Creating invoice for new service in Emerald

In Emerald 2.5.322, I added a new service to an existing MBR that was paid
up through 7/1/00. It asked if I wanted to create an invoice for this
service (1/11/00 - 7/1/00), so I chose yes.
The accounttype has a setup fee associated with it, so the charge was added
to the account, however it was not incorporated into the new invoice that
was just created. The charge won't be applied to an invoice for another 5
months.
